having trouble with waterflow

I just got my '74 "Mongomery Ward(Chrysler)" 55 h.p. outboard running, put a new impeller in the water pump housing. Checked the thermostat out, needs one of course, but I should still have water flowing into the powerhead....right?

The water should flow without the thermostat. Is there a clear hose going to the thermostat housing? Older models had this and you could actually see the water moving in there. Water coming out the telltale will be minimal in a water tank and I doubt it will come out at all with water muffs. Best is to test in a water tank
