Ok.... I got the water jacket head off...and broke 12 out of 12 bolts off leaving stubs. (got that "this just became a much bigger project that I wanted" feeling). EZ outs just broke in half. Im thinking about using heat on the bolts or cast after i grind down the bolts to get a wrench on them and simply turn them out. I dont think penetrating lube will get in there. Its not only tight, there's a LOT of corrosion filling in every gap.
Any suggestions?

There is a tool called "Grabit" that has worked well for me on otherwise non-removable bolt stubs. It is much more robust than an EZ out.

hit the studs with a hammer 3 or 4 times each and then try to unwind them.

Heat the bolt ends and then remove the heat and spray with PM Blaster. As it cools it will suck some of it in. Do two or three full cycles of this. Use a vice grip to wiggle the broken bolts tighter and looser, more PB Blaster and say a prayer to your god(s). Eventually they may come out.

Examine the block. You may be able to drill thru the casting and install nuts and new bolts. Some blocks make that real easy.
