Hell of a time with Sticky Throttle Linkage

I rescently bought this Motor which has been sitting for a few yrs in a heated garage, its 1986 55 Super (Commecial) Model CE55RSLV. closest model i found a schematic for is the 1986 model E55RWLCDC & but cant find a Manufacturers manual for mine. Anyway i took it out for a test run after running sea foam & deep Creep through Carbs & Cyclinders. It ran rough and sluggish.Pulled Carbs and found the top carb bowl & high speed jet completely plugged up with gunk.Cleaned it all up,soaked overnight,put carbs back on,Fired it up and now both cylinders are firing nice.
This motor runs great now that fuel delivery is all clean.

The problem i'm having is with the throttle linkage being sticky ( it started before i pulled the carbs).If i let go of the thottle in any position thats where it stays. I disconnected the cable,handle and linkage,removed all the old gummy crap,relubed all parts with wd then a little heavier but nice and slick multipurpose grease. The cable and handle are super smooth when disconnected from linkage.The linkage is ok smooth but i think the real problem is steming from a wheel under the flywheel ( i dunno what its called )

So since ive cleaned everything else up i'm thinking i want to pull the flywheel to get at this throttle disk thingy and clean it up, it connects to the highest positioned linkage piece(picture 4).i'm worried i might mess somethin up under there timing wise,should i mark the wheel positions with white chalk as i dismantle.

Happy Canada day. 144 years old and still kicking. Boy that is the filthiest carb. I've seen. Looks like they were using a seaweed/gas mix rather than oil. LOL. What your trying to get at is the armature plate and they do get sticky over the years. Chalk is not necessary ans they only go back together one way. Very important to take digital pictures of linkages, etc. for re-assembly reference. Make sure you pay attention to which side is up and the armature plate. Best of luck. Rick.

Thanks, thought it might be the armature plate but wasn't sure. i found a shop manual in pdf format which should be a big help.
