You can't tell very much about an outboard engine if it isn't pulling. Anybody selling a boat would be glad to give a qualified buyer a test drive. If you showed him the money and he balked, there is a major problem.

I sell good boats for cheep all the time. I get bored with them pretty quick.
I get asked for a lake run RARELY.
When asked I say, they have to pay my parking ($7) and launch fees ($12)
and I'll pay for gas. Then I explain this will be a test drive, and Not to bring 6 people with water-toys and snorkels. (that has happened before)

Usually they decline the $19 it'll cost for them to test launch.

I would go with alumimum. If you have ever done a floor, you don't want to do another one. Fiberglass sucks. its not cheep, leaves your garage a mess, a pain in the butt.... etc etc etc.

And most of these $1000 fiberglass boat deals will need a floor and a transom.
First boat, aluminum.

Also, outboards are pretty common, and pretty simple to work on. And, easy as pie to swap out! If you need a engine for an inboard-boat. Have fun.
Outboard, 2 screws and its off!

Never leave your outboard in an untrusted area. I carry mine into my hotel room sometimes.
