Help!!!!1984 evinrude 115 v4

Need help with Dx. Have no reason to complain with this motor. I have had it since new and this is the first problem I have had.
first noticed problem when it appeared i dropped power with no hesitation or spitting and sputtering. though it was running on 2 or 3 cylinders. brought home and tested each plug. I had no fire on cyl 1.. and the plug was oily..changed colis and power packs around from side to side one at a time to isolate the problem. however during the changing of parts miraculously all had started firing again. I then put all parts back in their orig spot and tried again. still power to all cylinders. started the engine and it ran fine, however when i tried to shut down the engine by the ignition switch only partial cylinders shut down and the engine continue to run with the switch off. it appears the engine is running on 2 cylinders with the ignition off. when i turn the ignition back on all 4 cylinders power on again..does this sound like a power pack kill switch not shuting down? can i rule out bad coils? does this sound like another electrical problem? I have only basic knowledge with an ohms meter is. how can i isolate the problem before i start buying parts?

Did you get all the wires to the power packs attached properly? Did you get the ground wires from the packs attached to a ground? Sounds like one pack isn't grounded.

I will check that tomorrow afternoon. the strange thing is one pack is grounded with a screw on top of the engine where several wire holders are mounted and the other is mounted on the outside of the pack on the bolt which holds the pack to the engine. no one has worked on the engine since i have had it since new therefore i will assume it was sent that way from the factory. I will move the ground wires on both sides and see if that changes something. any other ideas would be appreciated and i will try all at one time.

checked the ground wires and all connections. all are good.
narrowed down the problem to the left side . when the engine is running it appears fine but when key is turned off it continues to run on 2 cyl. this time i pulled plug wires to i narrowed it down to both loeft cylinders still running after the key is turned off. therefore i thought if i changed the power pack to the right and started the engine and turned off the key and i had to pull the right side wires to stop the engine then it would be the power pack. however when i swapped the packs the engine ran terrible.. would not even run enough for me to pull the wires to stop the engine. i put the packs back where they were originally. started the engine and it ran fine . turned the key off and expected to pull the left plugs to stop the engine but for some unknown reason now i have to pull the right wires to stop the engine. WHATS UP with that? Ok without pulling out the ohms meter and learning that process. what should I do? I did notice while the engine was at full idol speed i pulled each plug wire to see if all were firing and noticed the bottom left cyl made no difference in sound when pulled. the engine stalled on each of the others leads me to believe i am back to poor or no fire on the bottom left cyl. could the rectifier cause this kind of problem. when i checked all circuits the rectifier was hot to the touch. is this normal?? ok alot of questions please help

A bad/defective power pack will sometimes not respond to the kill wire from the ignition switch. I've see engines run on ignition fire to one head after the ignition switch was turned to off. Replacing the power pack cured that problem in my situation.
