HELP 25hp will not start

Hello everyone, I have a 1992 25hp rude (TE25ELENS). Over the winter I removed the powerhead to replace the lower crank seal that I suspected was bad due to the water pump being contaminated with oil. I replaced the seal along with the necessary gaskets and low and behold, it will not start.

It does have spark
There is fuel in the carb (I also removed the carb to clean it thinking that was the cause)
I removed the fuel line from the fuel pump and cranked the engine and I did get flow.

My question, can this issue be the crank seal I replaced? When I out the new seal in, there was a note in the package about using a special seal tool. Of course I saw this AFTER I installed the seal. Everything went back together smoothly. It will run by spraying fuel in the carb throat or into the spark plug holes.

Please let me know what you thing?

Was the seal that was in there bad, yes , no or do not know ?-----Test the following.----Compression.---Then look for strong spark on each lead.---Inspect diaphragm on the fuel pump.

I seriously doubt the seal is the problem. Check the high speed jet in the carburetor. Probably crudded up from old gas. You can remove and inspect it without removing the carburetor. But you are supposed to use the special screwdriver tool.

If it starts only by spraying in fuel, my guess is there is still a carb issue. I soak tops and bottoms in lacquer thinner (metal parts). Leave the linkages in place, but remove the orifice plugs. Open up the top compression fittings before soaking -- leave lead shots in place. Run thin wire through the idle and h.s. jets and spray every opening with carb cleaner (plastic wand is a good tool).

If you are seeing some black stuff in the carb, it could be from a deteriorating fuel line (tank to pump, if that hasn’t been replaced yet.) Need a clean tank, of course, with fresh fuel. And has to crank fast for starting — shiny battery connections, full charge, good starter. Need an adjustable open air tester to measure spark. Test with both plugs removed.

Just to address some of the suggestions. When I winterized last year, I had drained all the fuel from the tank and carb. I had fresh fuel and oil in the tank. Once it wouldn't start, I pulled the carb and disassembled it. It was spotless inside but I still thoroughly cleaned it. There are only a handful of parts in this carb. I also made sure there was no restriction in the fuel line from the pump to the carb. The carb is fuel of fuel after I try to start it. I'm stumped.

That statement just screams a carb issue since you say fuel is in the carb bowl.

Well, the problem has been solved. When I popped the carb bowl screw out yesterday, I got to thinking, that gas didn't look very good. So I went out today and took a sample. Full of water! I got a bad tank from the gas station Friday. I will go and get some fresh gas today and report back. I'm confident that this is the issue.
