help!96 evinrude 150,high idle-1400-1500rpm in nuetral

Got Back From Local Shop And Tested Out Motor,idled At 750rpm's At First 1/2 Mile Up The River I Stopped And Engine Wouldn't Back Down For 3-5 Seconds And Then Idles At 2000rpm's,any Ideas

checked it seems to be fine and just had carbs gone through and that didnt fix it either,took boat out tonight and when i run wot with motor trimed up and then back off rpm's dont come down and boat keeps going for 3-5 secs then revs up to 5000rpm's with selector in neutral for 2-3 secs and then back down to 1400rpm's,but if i run wide open with the motor down and back off it wont rev up,any ideas???
