Help After reinstalling my lower unit it wont shift into forward, 1988 DT140

I am at my witts end, I have been having the same problem of overheating as multiple people have on this forum so I have started replacing all the gaskets and pressure valves that may cause the problem. I removed the lower unit successfully (Thank you PB Blaster)as disconnected the shifting arm. I had the boat in neutral when I disconnected everything. I replaced the water pump inner gaskets exhaust rubber etc. Put everything back together and reinstalled the lower unit.When I attempted to re-attach the shift arm it was to low by about a quarter of an inch. I was able to pull the arm up gently to line up the holes and put the pin in. Now when I shift into reverse and I spin the prop by hand the engine works with it. In neutral the prop spins freely both direction. When I put it in forward and turn the prop in the correct direction it makes a clicking sound like it is not engaging and also has no tension on it from the engine. Please help me finish this project the fish are biting.

Have you tried tunning it in a tank and shifting?
