Help! Fuel in carb but won’t pull into cylinder!

Hello, first time asking a question on this website. I am hoping I have luck because I’ve had of a lot of questions answered on this site. My motor is a 2013 Mercury (tohatsu) 25 horse I have the restrictor plate removed so it is a 30 horse or close to. I am currently not getting any fuel from the carburetter into the cylinder. I have a new fuel tank, I have new fuel line and primer bulb I have a new connection for where the fuel line connects to the motor I’ve cleared all fuel hoses and filter, rebuilt fuel pump and rebuilt the carburetter. All passages in my carb are clear and my float is not sticking. I tested when I had carb off. by blowing in fuel line and making sure it stops flow and allows through. It is working fine. I’m not sure what it could be. The motor has good compression and spark.. will run if fuel is put in cylinder.. I took carb off and put my hand over intake and it ducks when I pull it over. I’m stumped guys and girls. Also my fuel tank. Vent is open and primer bulb gets hard.. I can hear fuel fill carb and stop when full. Pleas someone help.

Is the Float adjusted/set correctly? Gasket(s) between carb(s) and intake good. Does that engine use a choke or some other method of cold start enrichment?

1) is there fuel in bowl when you open drain screw on carb??? Is this on a 2 or 4 stroke????
