Help Identifying an Air Cooled Clinton

Found an air cooled Clinton at a swap meet. It's been painted over but has retained the 3.5 marking. Looks complete other than a cracked carry handle. Fires right up. I will have to find the fuel line-to-engine connector.
The tag says:
BJ9 1106C
262472
60 28923 R
Can anyone help identify engine year and specs?
