Looks like a homemade bracket with a fabricated base for mounting who knows what ?. You may be able to buy rod holders that slide in tracks and customize the base of them to bolt on to that base . Or buy a 24" + - track and bolt that to the bracket . Then slide your ride holders onto the track . You will get more rod holders that way and be able to meet ve them around along with the option of mounting cup holders and tool holders as well .
