I cannot seem to get my 71' Johnson 9.5 to idle. I've cleaned the carb 4 times, cleaned fuel filter, changed all fuel lines (including new external lines and bulb to my tank), changed plugs, and tested all the components under the flywheel. The lean/rich knob on the motor seems to help minimal from what I can tell. The motor will run much BETTER with the cowling left ON the motor when running. I have posted a few pictures here to help me understand how the throttle adjustments should be made... (FYI : all tests have been made in a test tank, not on the boat in the water)
Here is my armature plate. Do my captions illustrate the correct action my motor will take if the cam follower is at these certain positions? Also, when I have to adjust the throttle lever after I clean my carb, do I need to set the cam at the timing mark shown here when I snug the screw on the throttle lever in place?? I just want to make sure I get the basics here so I have a starting point to when I can get the darn thing to idle.
I also noticed there was some "oily" substance here on a part of the motor underneath the magneto plate where the spark plug wires come out (left side under flywheel when facing front of motor). What part of the motor is this? Would this be the factor contributing to my idle issue?
