help me identify this part 1983 merc 115hp

Hello, i have a 1983 mercury 115hp (Tower of Power) and had my carbs rebuilt. well the rebuilder did a ****ty job and i have been going through it myself. i was wondering if any of you guys could help identify this part and what specificly it does?
i think its a fuel enricher but not sure exactly what its purpose is. here is a picture:

It is the enricher.

If you have it setup correctly when you push the key in youll hear a "click" and the enricher will open and dump fuel into the carb throat. It is a needed item during the starting procedure with your merc, they are fuel thirsty beasts.

Yes it is for sure one thirsty mother f'er,
i took boat in and the guy rebuilding my carbs told me it was bad. it clicked before he did anything to boat but now it does not click.
when i push key in the motor does flood out still. could it be he messed with the setting? The nob on top is completely turned to the right. i wonder if i should try setting it back other way?

Turned to the right is set correctly for using the key, to the left and push the plunger down is the manual position for when it doesn't work correctly or a manual override.

Take the gas line from the lower part of the enricher off.. push the key in, if gas comes out its working. If it doesn't work take a volt meter and hook it up to the leads from the enricher and hit the key, if it reads 12+ volts.. bad enricher, if it reads nothing you got a problem in the control box.

They actually drain fuel from the upper carb and dump it into one of the the transfer ports.
The 115, I thought was actually quite fuel effiecent, at least mine was. It would burn about 10gal/hr WOT, but throttled back to about 3500 - 4000 rpm the consumption was less than half that.
