Here is a test I found for that system:

Seems the site you went to calls it a tach junction block, wheras if you google the part number and go on Crowley Marine they are calling it a rectifier. Since it does NOT have a red wire from that junction block i'm going to say that it does not have one. The bench test should show you how to test the regulator off the motor, no charge no tach, it's probably toast.

Call Laurentian Marine in Ottawa, they will probably have the best price, they've always been good to me. The CDI one will probably be cheaper than the Merc OEM one.

Ok, are we in agreement that I don't have a rectifier, just a junction block which is running the tach? There is probably something wrong with the junction block which is causing the tach issues but the bigger question is why is my battery not charging? I am back to square one. If you look at the pictures from 1:05pm today, there is a yellow wire that goes from the alternator to the starter solenoid and then the red cable from the solenoid to the battery. Is that not how the battery should be charging through the red cable? It comes right off of the starter solenoid so could that be the issue?

Since it's just a junction block and has no internals, i'm thinking the tach signal is fed from the regulator, which corresponds to the testing outlined in the PDF I attached. Have you bench tested the regulator to confirm it is good?

The only thing that is on my motor that looks like the part #194-5279 is the voltage regulator that I sent a picture of before. It sits right on top of the engine and it has red and yellow wires and a grey wire coming out of it. I assume that is what we are narrowing it down to. No, I have not had a chance to bench test it yet and I won't be able to until tomorrow. I will let you know the outcome.

I did the bench test on that voltage regulator and I think that it is pooched because I got no readings on any of it. There was no resistance between any of the wires or to ground. Would it be possible that the whole thing would fail like that?
Also, I charged my battery on a plug in charger and it is only getting up to 11 volts when fully charged. I then started the motor and checked the battery again and it is still only 11 volts when the motor was running, so my battery is definately not charging. While the engine was running, I also checked the voltage on the tach wire at the junction box and it said it was 3v.
If you agree, everything is pointing to the voltage regulator being bad so I am going to call around on Monday and get some prices. What do you think about the battery?

Just a quick update. My engine is the one without the rectifier and it has two voltage regulators. I replaced the regulator that sits on top of the engine today and my tach and charging system is working perfectly. Hopefully it stays this way as I have read when one regulator goes, sometimes the other is soon to follow. Thanks for everyone's input.
