Welcome to iboats.

There is backpressure on the exhaust while on the water, hence the starting difference compared to on muffs.

Go the the FAQ and read a thread entitled "Cold Starting Procedures"

What year or model number is your motor?

It takes considerably more starter power to reach the necessary RPM to fire the ignition when there is a load from being in the water. This is especially true if the motor is set low in the water as in starting while the boat is still partly loaded on a trailer.
