help needed with hull painting and keel reapair

my boats a 1961 starcraft Jupiter with a 1964 40 hp Johnson long shaft that i put on it..that some one was going to scrap for the aluminum. the transom was replaced on it and man what a hack job the person did on it !!! for some dam stupid reason they cut the height to 18 inches so i put a new transom and floor in it plus some seats making it into a fishing boat
i help with two things on it
1. has anyone seen this kind of damage to a keel and what would be the best way to try and repair it ??

2. i would like to repaint the bottom of the boat and it is heavily oxidized .
i would like to know if i should strip the bottom to bare metal
or if i could get away with sanding it down to the primer and spraying it with zinc chromate or self etching primer
and yeah i agree it was in saltwater for sure

Starcrafts are made with a single sheet of aluminum for the hull.

Yes that damage can be repaired........ you can have an aluminum cap made and welded over the top of that damage. It can be done in sections and I would use aluminum that is at least heavy enough to protect the damage.
