In Europe you only need park brake on one axle, but it must hold on a 1 in 6 gradient (16%) and it has to be completely mechanical.

Hi Cheetah,

So you seem to know the exact regulations in Europe. Since dico60 actuator has emergency brake I was intending to avoid purchase of the brake assembly with park lever worth $550 but after this info I believe I have to pay for it. Anyway I will have fully equiped and operating trailer at the end.
Thanks all for good tips and info. Going to place order now. I will be back when the parts arrive!
