My boat had wouldn't throttle up when it got so bad, just 5 mph enough to get me in/out of channel but beyond that would bog down the minute I accelerated.

Well took it out yesterday and still didn't want to accelerate. So pissed off and frustrated right now.

History. Is the boat new to you? Did it ever run good for you? Prop? Is it a 19" pitch? Based on the year, is the ignition points? Did you go through all maintenance for the ignition? Taking long time to reach full RPM - does it mis-fire trying to reach full RPM? Rough idling would indicate slow speed circuit in the carb, but can't tell for sure if the ignition is not up to snuff.

The Boat is new to me. It ran pretty good the first time I too it out but wouldn't idle. I gave it to a guy to have some interior made, carb cleaned and a hydrofoil installed. Ever since then is when I have been having the problem.

The prop is a new 21" pitch

It is a thunderbolt ignition. I replaced the cap, rotor, plugs, wires and rotor with all new parts. No misfiring at all.

The engine sounds like its being really restricted and trying very hard to get up in RPMs. Once it finally does get up in RPMs it runs great.

You might want to just rebuild the carb since you don't know what the "guy" did to the carb.

It sounds like you understand carbs. There are a couple of things you can do with your q-jet. Get a complete rebuild set. Get factory primary jets, they screw in. Get a new float, needle & seat, and the gaskets. Get a new inlet filter and accelerator pump. Get replacement factory sized idle tubes since it won't idle well.
To remove the accel pump arm take a very small punch and carefully drive the pivot toward the carb air horn til the pivot almost touches the carb. At that point when you pull out the punch the pump arm will be free.
It's a little dicey removing the old idle tubes but it's the only way to be sure the passages are clear. To get them out use a deck screw with the tip ground down a bit. Put the screw into the top of the idle tube til it gets a purchase, then take some side cutters and leverage up against the screws to pull out the tubes. Then carb dip it, wash it, and blow through any passages you can. Preferably blow backwards to push out any thing stuck. Stick wire strands into any reachable teeny passages. Don't miss the ones from the fuel bowl to the secondary fuel supply chambers.
You reinstall the idle tubes by tapping them in level.
While it's apart check that the secondary and primary throttle plates open all the way perpendicular at full throttle. If they don't, bend the linkage or grind the stops til they do.
Set the secondary air doors to 3/4 turn tighter than the point at which the spring starts to hold them closed.
Or get Cliff Ruggles Quadrajet book where he goes through all this in the most intricate detail.

The guy has been real great. I gave him a 4 wheeler as payment to fix the floor, make interior, shine up the outside and then added cleaning the carb. When I call him he answers and gives me some things to try and is willing to come down and help me out.

I'm done spending money aimlessly so today I'm installing a fuel pressure gauge, doing a vacuum test and taking exhaust apart to make sure there are no restrictions.

As for the carb I do plan to rebuild just got to get the numbers off the carb and order.

Well I installed a fuel pressure gauge and it's reading 10lbs at idle which I'm thinking is pretty high. Is there a way to lower the pressure?

I took exhaust risers off and they are clear and the exhaust flappers look new and move freely. But now one of the damn risers is leaking water out.

Couldn't hook up a vacuum gauge because I can't get the damn thing to idle today and was ready to set it on fire so I quit for the day.

There is only one vacuum port on this thing for the diagram that is hooked to the secondary. But there are 2 holes in the front. are these supposed to have vacuum fittings in them?

That diaphragm (not diagram) does 2 things. It pulls open the choke if you apply power while the choke is not all the way open. And it restricts the rate of the opening of the secondary air flaps. Otherwise when you snap the throttle to wide open it would bog.
You can get manifold vacuum in a few places on my 5.7. Doesn't your intake have any plugged ports?
Your carb # is 17084516. 1708 is a Q jet from the 80's or later, 5th digit is application year, which means nothing, they probably didn't change them since 84. The 6th digit "5" indicates California application for some reason. I think they all have that. Mine does. 7th digit "1" is Chevrolet. Last digit is a transmission code so it's moot. The line below that is a Julian date with the first field being day of the year and the second field is the year, 1988.
Go to cliffshighperformance.com and get the phone number for Cliff, he'll talk with you and get you the right stuff. Very good guy, dependable, professional, and reasonably priced. I wish I had called him first. By the time I found him I had a Mercruiser kit that was missing a lot of the stuff I needed. It was cheaper to get one of Cliff's kits and add a couple of things than it was to add stuff onto the Mercruiser carb kit. His stuff works. He will do your carb (kinda costly for my wallet) or send you the stuff to do it yourself.
My boat absolutely leaps onto plane even though it has a high pitch propeller. It's due to Cliff's book and parts.

Well today I spent 4 hours doing a complete rebuild. Still won't idle for more then a couple seconds. I set everything up on the carb exactly as the mecruiser manual says using exact measurements. I'm done. Putting this damn thing on craigslist tonight. Maybe trade it for a canoe so I don't have to deal with a damn engine that will not run no matter what.

Yes compression is good. all within 5 psi of each other. I'm in tn. All boat shops around here have a waiting list till the end of summer.

Well I said screw it and pulled the carb again. I screwed up on reassembly and the primary metering rods weren't back in the jets and one got a little bent. So I pulled it all apart and bent the rod back into shape (looks perfect now) and put it all back together. Didn't try to start it due to rain and really didn't want anymore frustration today. I'll try it tomorrow.

Sorry to hear about your troubles. Keep at it and you'll figure it out. We've all been there, know I have been many times with sleds cars whatever.

Fired her up this morning and idles pretty good. Got to wait for good weather to water test her now.

Took the boat out today and she ran pretty good at first. But the river was pretty rough today and after hitting some big waves it started to stall if I tried to put it in WOT. I could get it to go WOT if I moved from 3/4 throttle up slowly. From idle to 3/4 throttle it ran great no bogging any more and would plane out pretty fast.

Also after sitting for awhile swimming and having the radio playing it had a hard time starting. Not just dead battery but like the engine would just stop spinning and the starter would just click. If I held the key it would eventually crank but made some clanking noises. But ran fine after starting .
