I have been taking on water. Bought a bellows kit then pulled the out drive off to replace them. Then before changing them I figured out that I was leaking water aroung the seal in the transom. So I tightened the bolts up. Fixed the leak. I have spent the last 3 hrs triing to get the out drive back on. It only lack 2 in or so. The bolts touch the housing. Why wont it go in all the way?

make sure the shifter is in forward. Could solve all your problems. If not check the allignment.

Rather in forward or neutral, or if the aligment is good or not depends a lot on what outdrive you have. You may not need to be in forward or it may not make a difference. Not all outdrives need alignment.

So, What cha got ???????

Neutral is fine. Does not need to be in forward, nor is it recommended.

Check the engine alignment with an alignment bar.

Could just tightening the bolts around the transom seal change the engine alignment?

It's not lined up properly. The shifter must be in neutral, or the bellcrank will not line up with the shift rod. When you do get the drive back on, push down on the lower unit. If the transom flexes, then it's probably rotted.

Where can i find a alignment bar.
ebay. Forget about getting the drive back on unless you do the alignment procedure. Don't waste your time fighting with it. Bad alignment = a blown coupler which cost about $175., not to mention pulling the engine to replace it. Good luck.
