Help please - bad starter? flywheel? labor estimate?

I picked up a 1996 19.5 foot Monterey about 6 weeks ago, 5.7L mercruiser I/O. Started it up 5 or 6 times, no problem. Changed oil and water/fuel filter, started a few more times, no problem. Sat covered in my driveway for about a week, got a ton of rain, went to start it up and had a bunch of grinding. Now just the starter motor goes with no engaging. Dropped it at the marina, they checked the starter and it was bad with bent bolts. They are saying the flywheel needs to be replaced as well which means pulling the motor. Estimate is 15 hours of labor to pull the motor, replace flywheel and put it back in. Who knows what else could be wrong. Am I getting hosed on the labor estimate? I got a good deal on the boat so I am ok with putting a couple grand into it to get it up to par but what else am I in for? I just want to make sure I am asking the right questions and making the best decisions I can given the circumstances. Thanks so much for any help.

15 hours could be fine, depends a lot on access to the engine, and what is built around the engine to make it hard to get out. I've spent that long getting some engines out of the boat, just because the boat manufacture made it impossible to get at things.

You probably don't need a new flywheel, just a ring gear. They are easily replaceable once the flywheel is off.

Is it possible something like that could just "go" one week to the next while sitting in my driveway? I guess I am fearing the worst given all the rain we got over the course of that week. Boat was covered the whole time.

Also, generally do you have to remove the engine to replace the flywheel? Is there any way to tell if the engine will turn over (isn't seized up) without starting it through the ignition?
