See pics. Are there 3 solenoids? Seems crazy Appears a new stator was added too.
The lower solenoid, right terminal seems to be the one with the 12v distribution which is where the battery red wire should go. Once you do that, go to your ignition key and turn it to START while either you measure it, listen, or feel for a vibration when it clicks ON. If that happens, the lower solenoid is your starting solenoid and you need to add suitably sized wire, at least a #4 AWG, from the left stud of this solenoid to your starter voltage input stud. It should be protruding from the side of the starter and not connected to one of the straps shown in your picture. If you'd give us another picture that shows the whole starter I can identify it for you if in doubt. I can't see those two wires attached to the straps. Going to guess that both are black and one goes to the block and the other back to battery neg. terminal. Those are your ground wires. You need a power wire too as mentioned above.
The other two solenoids are your trim relays and one is for up and the other down. Rule of thumb is blue sky for up and green grass for down when looking for wire color codes. You have power routed to these but no outputs....output terminals are empty. If you have no power trim on your engine then this explains why there is no output.
