help please fuel pump ??’s

I have a 1996 mercury 150efi that has been a great motor no issues until here the other day i took it out and it wouldn’t get up on plane anyway after weeks of worries i got a new high pressure fuel pump and found that the hot wire and ground wire are both hot without even switching the key on any help anyone please

by "hot" you mean 12V. power? or hot to the touch?

The positive wire on pump stays energized all the time.,,,,the ground is controlled thru ECU

I guess; that's why he's picking up voltage on the neg. wire
