As for your 13" to 17" trailer rise from front to back, you state that even with that rise the stern sits +/- 2? lower than the bow-- if that's the case, that may be the reason for the upward rake, which by the way is only 1.06? (based on 4" rise @ 18')

barely over 1?, I have to agree with Bond-0 -- probably much ado over nothing..

UPDATE: Just got back from the boat dealer. The removable tongue with mis-aligned coupler will be replaced. As for the trailer...all the deep v rigs from the same mfg pretty much have the same measurements as mine and was assured that this is really not an issue.
