Help .... questions on Merc 9.8

Question .... does anybody know what this is for? The arrow on the right points to a screw and the other points to a lever on the throttle. The throttle lever hits this screw and doesn't allow it to open all the way. If I unscrew this a little will I get more rpm's? This is on my Merc 9.8

That little arm moves the ignition pickup that tells the switch box when to fire the coils. This advances the timing as RPM (throttle) increases. The screw changes the max advance as far as I know. I'm unsure about bumping the RPM tho.
