Help replace steering shaft, '83 Johnson 90hp

Can someone help me with details on this job? My 1983 Johnson 90hp model TLCTE has a broken steering shaft and I want to fix it. I've located the shaft, and removed the motor from the boat (thought I was going to replace the whole thing but changed my mind), and am ready to make a stand for it and get to work... Problem is that lots of search function later I only know I need to pull the powerhead, pull the lower unit, and take the midsection (exhaust housing?) apart. Perhaps I'm thinking of this as more complicated than it is because i've only gotten so far as staring at the horribly rusted bolts, but is there a better description of this job out there?

I'm confident with a wrench, but very cautious here as it's an expensive used part and i see a whole lot of rust around there. Any input would help. Are there any major stumbling points i should be aware of like brackets that are likely to be rusted out? Seems like I can get a better deal on these parts from the yard that pulls the part from me if I already know some of the things that are likely to be messed up..

Also can anyone give advice on removing the rusted bolts? The ones that are visible and seem to be holding the top of the shaft on are basically rounded rust spots. Do I just get myself an appropriately sized drill bit and have at it? i hope not....
