HELP Shift Shaft detent spring bolts broken when removing shaft - 99 40hp 3cyl elpto

I was removing the shift shaft on my 99 40hp outboard. The detent spring bolts (2x) 8mm broke off at the head. There is a small amount of material sticking out of the lower cowling posts. What do I do?
Is this detent spring necessary? - Will it run/operate without it?
Can I easily remove the lower cowling?
Please Help!
