Help wih 25 HP Johnson Ouboard

Hi, Newbie here. I have a 25HP Johnson outboard, early 90's I think. It has a red and black wire coming out of the motor. Not sure what these are for, people have told me they are for an electric starter, others say for charging a battery. I tried hooking them to a battery but did not seem to do anything. Could these be from an alternator and are used to hook up to an onboard charger to charge the battery? Any help in figuring out what they do would be appreciated.
