Help with 79 evinrude 85hp motor

I am a now a boat owner but know very little about them. I have a 79 evinrude 2 stroke motor 85HP that I just finally got running and when I took it out to today it probably only went 10 miles an hour opened up wide. It wouldn't run when I got I took the butterfly flaps off and cleaned them very well as they were clogged and it started up after I spray starting fluid in it. There is a very little gas coming out one of the hoses in the filter when I squeeze the bulb but didn't know if it would have affected that. It has several new parts such as the power pack and cylinode and stuff.I was wondering do I need to adjust something or what. Also when I got it started it idled just fine but after testing it in a small test lake it would idle pretty high the tac and speedometers don't work. I need help

First off, start with some basic tests, compression and spark tests.
Remove the hose that goes from the fuel pump to the carbs and pump the primer bulb, should get good fuel spirt with every pump of the primer.
DO NOT use starter fluid on your engine, spray some fuel/oil mixture into the carbs instead.
Let us know what happens with the above tests.

Make sure all the hose clamps are tight/secure on the fuel system. If fuel can leak out, air can get sucked in, creating a lean condition. Visually check the fuel hoses on that engine. If they are original hoses-they were not made to handle today's ethanol fuels. If they are deteriorating, you may want to replace them.

Thank you guys for the suggestions The plugs are all brand new and are getting fire i dont know how to test the compression so that i will have to get done. The hoses to and from the filter are all new hoses.I will tighten the hoses because everytime i do pump the bulb it does push a little bit of fuel out of one of them. I used the starting fluid a couple times but then i started to use the actual mix i have in my tank to help start it thanks for that i didnt know you cant use starting fluid in it. Will the little bit of fuel coming out of the hoses actually make that big of difference in the power i get out of it?

Also when i took the hoses off and pumped the bulb the other day when i had the carbs off it was getting good squirts of fuel everytime
