HELP WITH A 1995 MERCURY 60hp OUTBOARD

I have 1995 Mercury 60hp. I just picked up this motor the other day. I was told the son went out in the boat and hit something with the lower unit and the foot was bad and the foot was making some noise when I turned it. I was also told and the motor was good, but I'm finding out differently. The problem that I'm having is, I can turn the flywheel by hand almost a full rotation. The flywheel will gets to a certain spot and it dose not want to turn anymore, (like something is catching it, or gets stuck) and I can't turn the flywheel by hand anymore. So I put a socket & ratchet on the flywheel work the flywheel back and forth, (because I was told after the father died, the boat sat for a year, did the oil in the cylinder thing) it frees up and I can turn the flywheel by hand again. All three pistons all moving. It seems to me that, either there is something under the flywheel, or a bent rod or crank. Has anyone experience or seen this before.

So are you saying that the flywheel now turns freely by hand?
If so then maybe a little rust formed on a cylinder wall and you have fixed it ...
If the lower unit is bad, you will have to remove it.
Not a very hard job.
With the lower unit off try turning the flywheel again.
Sitting for just 1 year should not cause the engine to seize that badly.
Look at the prop.
If it is a steel prop and it is damaged, chances are that the motor has taken a hit too.
Make sure you have pulled all the plug before trying to turn it.
