Help with a Quicksilver 3000 control

I have recently purchased my boat from my widowed neighbor. The control is a Quicksilver 3000 mated to a 75hp Mariner. I understand there was a service bulletin some time back for this controller. I'm working now to find out if it was upgraded. However, I do seem to have another issue with this controller. The only way to idle up the motor without the transmission engaging is to press the neutral button in and move the control back. This action idles up the engine without putting the motor in reverse. But, if you push in the neutral button and move the control forward, the transmission will engage every time. I'm pretty sure this is not typical. Any help, thoughts or ideas will be appreciated.

Thanks. Like I said. I'm aware of the bulletin and actually have the copy. On this boat you can't actually see the bottom side of the control so that you can tell if it has the re-worked sticker on it. I'm going to remove the side panel and control tonight to see if that turns up anything. Thanks again.
