The arm in the slot is the way it is supposed to be when the lever is in neutral. When you move the lever forward or back the lever is forced out of the slot which activates the switch. It cannot possibly get back into the slot unless the spring forces it there. You might try an Evinrude dealer. Otherwise Google OMC Neutral Start switch or use the same search term on E-Bay. OMC has been dead for years. If the switch itself is ok and you cannot find the replacement, head to a hardware store and check the bins of springs. It might take some thought but there appears to be ample room to install a return springs. Cost to repair -- about a buck.
