Help with Tach problem

I have a tach that seems to run in the proper range (54 -5600) at wot. The problem is when you turn off the key it stops at what ever rpm it is at. When you turn on ( not start) the key it drops to 0. Could this be wired wrong? The info in my manual just states that I need one and be sure and get the right one. 1991 60hp Evinrude. Any info would help Thanks

The tach is functioning properly as to defaulting to zero when the key is in the run position with the engine off.

Thanks but is it normal to stop at 900 rpm mark when the key is turned off to shut down the motor

My OMC tachometers stop at whatever RPM I was running when I turned the key to off, depriving the tachometer of power.

No, but there's not enough insulation in here. That's why there's an echo.
