Help with tilt pin issue

I am having issues with my tilt pin on my 1978 manual tilt mercury 1150 HP.
On my old motor I would set the pin and then be able to lift the motor up and set the brackets. I have since replaced the motor and now the only way I can set the pin is when I am at the dock when the boat is in the water. I have to align the clamp and slide the tilt pin through the c clamps. But then it is locked it doesnt move, this makes it very hard to launch the boat by myself.

Can anyone offer some advice.

I know it may say sound like a stupid question but I am going crazy trying to figure this thing out.
Anyone with a suggestion>?

Mercs lock down when in neutral or reverse. Put the motor in forward, and it should unlock. If it does not unlock, you will need to adjust the reverse lock rod's length.
