Alright guys I have an 89 Johnson 40 hp model# tj40elcec. It has new: fuel tank, vro delete fuel pump, line and primer bulb, filter, rebuilt carbs set the floats correctly, checked reed valves all is good there, new coil, new plugs, compression test 116 on 1, 120 on 2. Gets good spark. It will not idle, if I keep it choked it’ll stay running, if I advance the throttle past neutral it runs good. I followed the throttle synchronization and linkage video as well and set all my rollers and stops accordingly. I’m running out of ideas. Thanks all for your time.

I went so far as to pull the lead shot out of the top of the carbs the plugs were taken out and cleaned took the jets out of the bowl and the one above the butterfly plate and cleaned accordingly. flipped the carbs over and set floats parallel and set them to specs when the floats hang. I have never cleaned a carb out that deep before. I almost think the timing might be a little off.

There is a domed cover on top that should be taken off before the carb top is soaked, then carb spray in the idle circuit underneath the cover. Lead shots should not be removed. The low speed jet is on top in front, where the idle needles used to be. With the dome off, you should be able to see carb spray out of the top if you spray through the jet. Set float even/parallel with the edge of the inverted top -- float drop will be at spec if float assemble that way. Finally, the washer (332708) must be in place between the top and bowl of the carb in order for the carb to draw fuel properly.

all of that was done except I did take the shot out but the domed covers were taken off the one on top and the one inside the bowl. I did notice the emulsion tubes had so leakage so I sealed around them.

Compression is low.-----Remove cylinder head.----Inspect cylinders.-----Head gasket is cheap.----Not much effort involved.----Will tell you a lot.
