Hesitates in Water

Hello, I have a mid 80's 70 hp Johnson. Runs great out of the water, hesitates in the water upon take off, in fact it will stall unless i give the the choke a push upon accekeration then no problem. Cleaned carb x 2, new plugs, new fuel, lots of spark, any ideas?<br /><br />Thanks in advance

I was told to look at the fuel pump today with a similar problem.
