100 psi on that engine sounds Low. I would redo the Compression Test with a different Gauge. Don't start sanding the Reeds, as that will result in you needing to find Replacements. They are Check Valves, and if there is a slight gap at rest will, 99.999+% of the time, will seal when crankcase pressure rises.
Can the Spark, jump a 3/8" Gap, on all Cylinders?
When you rebuilt the Carbs, did you use genuine Mercury/Quicksilver Parts?
How did you check/adjust the Float Levels?
A Serial Number would be nice, as there are 4 Groups of Serial #s for the XR6 and there are variations of the Carbs between them, and even within them.
It appears some have non adjustable Idle Mixture Circuits.
When you did the Link & Sync, where did you get the Specs for it?
I had a mechanic look at it first he said compression was fine ser#OT589198 for the link and sync i got off YouTube and the then the manual and yes I use quick silver parts all choke plates are closed

At this point, I think you need to look at the ign system. A lot of Mercs use high and low speed windings on the stator. The transition between the two may be causing your issue, but it is a guess.

That electrical device from your post 17 is a voltage regulator. You might disconnect it from the stator, to rule out it being an issue.

Chris thanks for all your help I am thinking it has too electrical I have taken the carbs off 3 times to check floats there are all level when you turn the upside down, I flushed all the jets and blow them out with air everything seems to be clean the reed valves all look good i have not found any air leaks while it was running using carb cleaner when i got the boat it had the hesitation and a ruff idle so when i rebuilt the fuel pump and carbs the ruff idle went away the not the hesitation at wot when you try to go on plane so that's when i took it to a boat machinic but he didn't fix the true problem
I have been through all the fuel lines fuel filters and still can't figure it out but i will keep plugging away i will try unplugging the voltage regulator this afternoon after work

Chris i got the hesitation out the only thing I did was put my old factory reeds back in and one I had to sand to get flat so the reeds would seat took it out no hesitation at wot now the thing you called a voltage regulator i disconnect it from the stator it would not start so I went to one I attached a picture of it the wires go down the side on the motor it started with it unplugged but had a hi idle when I plugged it back in the idle dropped i had to mess with the idle and the throttle to where it's idle a little better but it seems to not be a smooth as it should do you think the voltage regulator might be doing some funky stuff

I would not think the VR would do the stuff you desribe. Since the charging and ign coils share an iron core on the stator, I thought a shorted VR might affect the ign coils, hence my recommendation to disconnect it.

A lot of Mercs have an idle stabilzer. This device often malfunctions, messing with the ign timing. I do not know if you have one or not, or if you have some other ign control device.
