these terms are the ranks for elisted personel in the navy, recruit,pass boot camp-seaman aprentice,spend a little time,read a little and become a seaman. then its ladder climbing to petty officer 3rd,2nd,1st.2nd and 1st are gennerally for 2nd enlistments and good scoors on achievement test along with job opennings. the second was the boss who works along side of you the 1st is the boss. then you have chiefs who run the department. and report to a leutenate jg. who you might ref to as management, verse labor. they have a different comp system and responsibliltys. been 35 years since i retired so any one out there please update and correct me if i missed something.
