Hi revs and low power

I have a Finnsport 650 which is 21ft weighs 2.8tonne and has a Mercury 115 2stroke outboard and semi displacment hull. I was told on buying the boat it had a top speed of 35knots. The most I can get from it is 23knots and while not concerned with reaching 35knots I find that at 23knts it is at 6000 revs and you would need a petrol tanker behind you. I am happy to cruise at 15 knts but even then the revs are at 4500.
Anyone I have spoken too tells me I should be able to get the boat up on the plane then throttle back to about 4000 revs and continue to cruise at 15 - 20 knots which will be more fuel efficient. I can get the boat up to 23knots and just about on the plane but if I throttle back at all the boat comes down of the plane again.
Can anyone advise me regarding the most efficient prop which will allow me to maintain my current speeds ie: 15 - 23 knots without having to be at top revs and filling the boat with spare jerry cans.

IMHO a 21' SEMI-DISPLACEMENT hull with a 115 HP engine would take a miracle to see 35 knots. I have an 18' Center Console with a PLANING hull and 115 HP and can barely do 35 knots. The speeds you are seeing seem reasonable, especially if this is s semi-displacement hull.

Thanks maybe the previous owner was overselling the speeds it could reach. I'm more than happy with just over 20knots just wish I didn't need a fuel tanker on tow.
