High idling motor

Have a 1980 140hp Johnson. In the spring I installed a new fuel pump.The motor was running great.Last weekend I installed an inline fuel filter,[preventive maintenance] now when I use the "cold lever" to start the engine in the morning [something that I've always done] the engine revs at 2500 rpms.,if I try to pull "back" on the lever the engine stalls so now I pull back slowly on the lever and then quickly put it in gear to keep it from stalling.After using the boat for awhile [water sking etc.]the motor runs perfectly starts up no problem, idles at 600 rpms. for as long as I want it to its just that it idles way too high that I'm afraid of damaging something.

So I'm hoping for some advice to help solve this problem.

you say you installed the filter for prevent.maint.are you sure you didnt have issues with water or dirt in the lines,Im thinking you may have a problem with low speed jets in one or both carbs,especially if you have good wide open throttle,however,you could be having trouble with the synic and link which is the timing of spark and fuel,is the timer base under the flywheel which is attached to the throttle arm moving along ok with the throttle,your problem could also be a cable out of adjustment as well,
