high pitched noise, sensor ?

I have a pontoon with a 2000 40hp 2 stroke mercury outboard motor, the other day a high pitched noise was coming from inside the steering console. whats up?

I thought the noise was coming from behind rpm in the dash. i removed screws in dash piece, i also removed wires from terminals to see if the noise would stop, it didn't , i accidentally touched two wires together, the noise stopped BUT now motor wont turn over, Can someone help me please. I removed power cables from battery thinking it might reset, it didnt. i looked and didn't find a fuse blown.

Sounds like a warning beep. If your motor has a self oiling pin or do you mix it yourself. Also could be a over heat warning. Check your motor is circulating water. Maybe a thermostat or impeller in the lower unit not moving water.
