high speed surge

1989 48 h.p. evinrude spl. e48eslcer. I have cleaned the carbs,new hoses,needle valves,thermestate.and fresh gas. It surges in high speed. It will reeve right up then cut down. Any suggestions???

Have you checked your prop to ensure that it is not spun? That is what it sounds like to me.

You can either try running with a known good prop, or draw a line across the prop shell and hub, run it until you hear it rev, then inspect your line. If it is now no longer lined up, the prop is spun and will need to either be replaced or rebuilt.

Iwill try the match marks High Trim the next time out. I had it out today and at about half top speed it was like being in a rocken chair till I backed off and then ran perfect
