Does anyone have any ideas how to hold down a 24 litre / 6 gallon fuel tank and battery?

They are going in my 10 ft marine ply mahogany runabout. The floor is basically 6mm ply, with longitudinal mahog. battens. The fuel tank wobbles and slides all over the place because its only sitting on top of the battens.
I could make a plywood tray, secure the tank to the tray with bungees and then screw the tray to the battens. The interior is all encapsulated with epoxy so I'd hate to pierce it with screws into the battens.
