I picked up a used #1 drive lower unit from local boat repair shop a couple years back. It had a patch on the side of it appearing to have been hit by something and then patched. Pressure tested by mechanic and off I went.

Now patch is starting to come loosee and leak. Is this weldable or do I need to buy a new case?

Yes, aluminum is very "weldable".
Sand the paint/primer off the area plus ?"around. Take it to a weld shop that does aluminum mig welding, it's much faster (less heat input) than tig. Sand it smooth after, prime & paint.

Assuming that it is not so corroded that there is nothing to weld to.
