Hole in my Valve cover

I have a Mercruiser 3.0 and there is a hole on the top of the valve cover. It appears there is a piece of hose that should go over the hole and connect it to the carb. What does this tube do and how should I connect it (a clamp?)? Any help would be appriecitated,
