Have you tried poking it with a screwdriver to see if it has any softness? It so then it could possibly be a hole. If it is then you'll need to gain access to it from the inside and patch both the inside and outside and like OOPS says, check for any wet foam.
If it's hard then I'd say it's just gelcoat damage and a good grinding with a dremel tool and wash down with acetone and then filling with gelcoat paste would fix you up pretty quick.
It looks like air bubbles left from when it was built, you can use a marine filler or gel coat paste to fill them, or just leave them if they don't bother you.
They can be repaired using gel coat putty with very good results, if it's a large void it may need to be done (filled) in a couple of steps though, doing it all at once can result in it getting too warm, which can result in more shrink.

Then I think you can either use a couple of layers of gelcoat paste or as YD suggested mix up some thickened resin with some fiberglass fibers in it and the brush on some gelcoat. Either way make sure and clean it out and wipe it down with acetone and then make your repairs. This will be a 1 hour job when you get ready to do it.
