honda 40 4 stroke

I am looking at a small boat with a honda 40 4 stroke. I took the boat for a ride and there was no water coming from the cooling hole. The owner said he had changed the water impeller and that the motor was cooling not to worry an alarm would sound if overheating occured. I took the motor cover off and on the right side of the motor (facing from inside the boat) there is a narrow cover bolted to the side of the block. lots of corrosion around the seal of this plate. Anyone have any suggestions about this.

Hi,
The rust is common in some engines between the engines used in salt water
no worries can go for it.
cooling passage may be clogged due to the usage in shallow water.
both are minor problems. If over heating alarm sounds, and engine comes down to safe mode. That means cruising at 5300 rpm the rpm will automaticaly come down to 1000+ if overheated.

do you happen to know what the compression should be on that.
