Honda BF50A. Delayed water cooling discharge

After launching the boat in the lake and starting it up for warm up, I'm getting no water coming out of the cooling pee hole . But after a few minutes I will drive away and have another look and it's running out. Is this normal that it's delayed.
Does a thermostat need to open before it comes out ?

Need to install a new impeller about every 5 years.---If you do not know how old the impeller is , you need a new one.
