Horn alarm - overheated?

My Johnson 70 hp VRO from -86 was giving a warning horn sound from the throttle control after a few minutes on high RPM. There was a steady stream of cooling water from the engine. Is the warning sound because of overheated engine, or low oil pressure? Any suggestions what to check next?

The sound was continuous, I immediately stopped the engine but the continuous sound was still there when I turned the key to the first/run position. After a short coffee break, 10 minutes later, the sound wasn't there so I drove back home on idle.
Could it be the vegetation on the engine that has been sucked up in the cooling system?

I will post this again.

Overheat - Continuous tone

No Oil - continuous short pulses

Low Oil - Short Pulse every 40 seconds

Fuel Restriction - continuous tone at or near full throttle

If it had a continuous tone when you were at high rpms, and throttling back fixed the issue after a minute or so then it is a fuel restriction warning.

But should the fuel restriction warning sound when the engine is turned off and the key is in the run position? It took more than a minute to get rid of the warning sound, and during that time I didn't do anything with the engine except letting it rest (and cool down) - could this be suggesting that the warning sound is warning for overheat, or how should I distinguish between the overheat and fuel restriction warning sound?

Do you know if my engine, Johnson 70 hp VRO -86, even has a fuel restriciton alarm? Also, there has never been any warning sound when I've run out of gas, if the engine had a fuel resitriction alarm - shouldn't there be a warning sound then?
