Go to the Coast guard site. They tell you how to determine safe hp.

Re: horsepower rating on lone star

According to the Minnesota DNR Boating and Water Safety booklet, this is the formula used for determining max. safe horsepower:
1. Multiply length of boat x width at stern. This is the "factor number".
2. If factor is through 35, hp is 3, 36-39, 5hp, 40-42, 7.5hp, 43-45, 10hp, 46-52, 15hp. If factor is over 52.5 and boat has remote steering and 19" transom, (2 x factor) - 90hp. If there is no remote steering and transom less than 19", factor over 52.5 is (1/2 x factor) - 15hp for flat-bottom or chime boats. Other boats over 52.5 are (.8 x factor) - 25hp.
If factor is over 52, raise to even 5hp. For flat-bottom or chime boats, reduce hp capacity one increment for factors below 52.
This is straight out of the book. If there are any questions about this formula, I would think the boating safety booklets put out by your home state would answer them.
Hope this helps.
