hot foot sticking

I have a t&h hot foot that came with my boat. I've been having trouble with it sticking. I just installed a brand new cable. Just today i took the throttle arm off and regreased it were it sets down in its grove. Greased the spark advance cam arms were they rotate. I can unhook the cable and it doesn't stick its real smooth. Could the return spring be wore out on the hot foot, not enough tension to return the foot? It almost seems like somethings binding up but i don't know what it could be other than the pedal itself or the spring.
